The St Helena Water Enterprise has 2571 water customers, who are guaranteed by our “Safe Water Yield”, to receive up to 1950 acre ft. of potable/treated water every year, (even in a drought year).
The Water Enterprise also has roughly 40 “Water Agreements” with wineries, and large businesses, inside and outside the city limits. These agreements allocate water for fire protection only, irrigation, and consumption.
Out of the 40 “Water Agreements”, on record, 23 of them are allocated up to 188,674,390 gallons, or 579 acre ft. of potable/treated water every year.
St Helena contracts with the City of Napa to supplement its two local water sources. St Helena purchases 195,510,600 gallons or 600 acre ft. of water every year from Napa.
23 “Water Contract Holders”, less than 1% of all the City’s water customers, have the ability to use almost the entire amount of water purchased from Napa yearly, and are also allocated 29% of our “Safe Water Yield” every year. (Keep in mind….many of these agreements are with businesses OUTSIDE the city limits).
The “5 Largest Water Users”, based on revenue alone are: Sutter Home Winery (6%), Krug Winery (4%), Vineyard Valley (3%), Hall Winery (2%), and Meadowood (1%). These 5 largest users make up 16% of our total annual revenue for the Water Enterprise.
HOW MUCH WATER ARE THE 23 “WATER AGREEMENT USERS” ACTUALLY USING, AND HOW MUCH ARE THEY PAYING FOR THEIR WATER?
HOW MUCH WATER ARE THE “5 ‘LARGEST REVENUE PRODUCERS” USING, AND WHAT ARE THE RATES THEY ARE PAYING FOR THEIR WATER?
WE DON’T KNOW!
THE CITY REFUSES TO MAKE THAT INFORMATION PUBLIC
***FULL DISCLOSURE, AND TRANSPARENCY IS NEEDED IF WE ARE TO HAVE A FAIR AND EQUITABLE RATE STRUCTURE FOR ALL.
